Pagcor launches 24-hour consumer helpline in responsible gaming push

The Philippine Amusement and Gaming Corp (Pagcor), the nation’s gaming regulator, has launched a round-the-clock national helpline for people who consider themselves negatively affected by gambling. Officials say it is a major step in strengthening responsible gaming measures in the country.

The National Problem Gambling Helpline (NPGH) officially launched on May 26, and will operate 24 hours a day, according to a press release. 

The service offers confidential counselling and support for individuals experiencing gambling problems, as well as family members impacted by gambling-related issues, per the announcement.

The initiative was implemented in partnership with Seagulls Flock Organization Inc (SFO), a group dedicated to addiction-related and behavioural healthcare.

Pagcor chairman and chief executive, Alejandro Tengco, said in prepared remarks: “This National Problem Gambling Helpline… reflects Pagcor’s commitment to ensure that the gaming industry remains productive, well-governed, humane, and accountable.”

He noted that while gaming serves as entertainment and leisure for many people, some individuals could experience harmful consequences, including “financial strain and ruin, emotional distress, damaged relationships, and isolation”.

Mr Tengco added that responses to gambling harm should go beyond regulatory oversight and include compassionate intervention and recovery support. His remarks were read by Pagcor’s senior vice president for land-based operations, Daniel Cecilio (pictured below, centre left).

Per the announcement, the helpline will provide assistance through trained para-counsellors and mental health professionals, including psychological support and referrals for treatment where needed. 

Pagcor said the programme would focus on guidance, triage and longer-term support, with referral protocols in place for “crisis” cases.

SFO chairperson Teresita Castillo described the initiative as the country’s first dedicated 24-hour hotline focused specifically on gambling problems.

She said the partnership bridges Pagcor’s regulatory role with evidence-based clinical interventions, including counselling services and referrals to rehabilitation facilities.

Prior to the launch, a graduation ceremony was held for para-counsellors assigned to the programme. Ms Castillo said the trainees underwent training in motivational interviewing, cognitive behavioural therapy, clinical skills, and call handling.

The hotline currently operates with 12 para-counsellors working across three daily shifts, with plans to expand staffing as needed.
